Honestly, yeah. The Coalition could have slapped France with a proto-Versailles if they had wanted, and would have been justified given the two decades of near-continuous wars.

The actual Russian nuclear option would be inciting ethnic Russians and any Far-right and Left political orgs they have control to launch outright insurrections in their respective countries.
