A series of shit rulers weakens central power, and inability to handle disasters and emergencies meant that local authorities had to take up the slack and thus begin to fill in more responsibility and power.

Here is my idea of the first arc of the story:

Basically, there is a president, who was a compromise candidate elected by the revolutionaries and nascent warlords after they overthrew the monarchy. At the beginning of the story, he suddenly dies, could be an assassination, could be a natural or seemingly-natural cause. Some peoples and factions adapt fast, but no one was really prepared for this, and chaos ensues. To ensure a smooth transition of power (to himself or his chosen candidate, of course) and prevent a civil war, the leader of 'central' military clique invites warlords to hold a moot, but spoiler alert, it doesn't work out.

Currently making that up. I am thinking about a victorious but extremely costly war that empowered military and militarism while discrediting the monarchy.

Presumably a war in which they at least didn't win. Because otherwise wars are great way to centralize power.

I am not yet decided on that. My default assumption is that they won, but the victory was won by a hair, and the country didn't gain much for what they have sacrificed, which pissed off a lot of people.

Or I could just make them lose the war, as you suggested.
