It's a play on the name of the main character in Altered Carbon. The MC's name is Takeshi Kovacs. Polish father, Japanese mother.
Basically just about every cyberpunk protagonist have very striking names. Johnny Mnemonic, Johnny Silverhand, Neo (all 3 played by Keanu Reeves) or Kenshiro Cochrane (Ghost Rider 2099).

OP regularly posts some power fantasies, I do a quick reminder that such power fantasies would end up in disasters of colossal proportions due to the collapse of the social contract and/or of the laws of physics altogether.
