Not exactly actually - more or less becouse of being too feeble to be of meaning and lack capacity to establish their own domain - one of best exaples is still running Doha round of WHO talks - look when it started and about what and also what it would impact. Fact that someone does not to endanger one's food security is not making them stupid becouse they do not want to agree to the overpriced optimisation of commerce that will put them at severe disadvanteage.
Or let's take onto account economic warfare, politcal and financial preassure or aftershocks from global events - like Pandemy related distruption of global supply chains.

Anyway, debating labels is a distraction. The claim that modern China is a "failed state" is more.... I think Paulo Brito said it well.

Most likely first world's economy and rising new global hegemon, with states like Afghanistan being examples of prosperous young democracies verging on level of regional major power.
