Off the top of my head, Cole. But I know very little about more than one of the combatants. Cole, at least, can just heal off of everyone's lightning attacks with no in-game limitations.

He's essentially a god at that point, able to heal off the lighting constantly.

And if this is after cole gets the upgrades of the second game? Hoo boy. Then he gets fire attacks and the ability to drain electricity from, oh, everything in one explosive charge.

Cole, pretty handily too. He could just nuke the entire country and fuck off. They try to shoot him with electricity and all they do is literally power him up and heal him.
