How could the powers and potential of Kamen Riders & Kaijins be benefit of the society?

What If, in 2020, it is discovered that ~1% of the world's total human population had a certain "Miracle Gene Type-Dormant" within their genetic coding.

And by artificial means or certain trigger conditions were met, the "Miracle Gene Type-Dormant" mutates into "Miracle Gene Type-Awaken", which grants the carrier person certain "raw" Kamen RIder/Kaijin-like (all canon series and continuities) abilities.

The "Awakened" persons may no may not have complete control of their powers and abilities, depending on the person's willpower and determination. And those who fail may end up crippling himself or became full-on monster.

Discovering this phenomenon, many nation and companies invest in this field, and their most prominent result are the Henshin Drivers, which allows the wearer to reign in, control, and even develop/evolve their power/abilities.

Henshin Drivers varies widely from Rise Drivers, to Gashat Drivers, to Gaia Memories, to Switch Drivers, to Phone Drivers, to Typhoon Drivers........ "Awaken" Carriers are known to cross-change between drivers and forms, with the limiting factor the preferance style. And "Dormant" Carrier may or may not be triggered into "Awaken" states by using drivers, or just devolve into something much more horrible.

The major limiting factor is the cost and production of Henshin Drivers, which costs upwards of 10 million USD per piece upfront, not include maintenance and alternate forms.

A sub-variant is "Organic Drivers", which rely on medical/drug and willpower of Carrier method, which is notably cheaper, but at the cost of much less stable and endangering the health/stability of the Carrier. Some "Organic Drivers" allow those without "Miracle Gene" a one-time transformation with great cost of health.

So, with this setting in mind, other than Battle/Combat, Military & Law Enforcement, and Space Exploration roles, how can the Kamen Riders/Kaijins' potential and capabilities be of benefit to the development of society at-large?
 
I seem that Awakened would do more harm than good considering they are prone to randomly and unpredictably go on a rampage.

One percent of the world population is roughly 75,270,000 people. 75 million superpowered monsters on a rampage. It sounds like the end of the world scenario. How would anyone deal with it?

Well, you have at least 1% or more of the Military/Law Enforcement personals be equipped with state-sponsored Henshin Drivers to tackle the rough Kaijins, plus other corp-sponsored free-lancer/Salary Riders doing their part.

And not everyone is a monster considering there are those with enough willpower and determination to control their powers...

I don't think so, since you established that "manufacturing" Henshin is prohibitively expensive, and logic of cause and effect demands that Awakening incident happened before Henshin supersoldier program is even developed. Unless of course it was other way around and it was government super-soldier program that caused the Awakening instead.

What is willpower and determination though? Most people don't have it. People have difficulty to quit smoking. Resisting a supernatural phenomenon would be more, more difficult that that. Besides, a mere fact you were granted superpower would do a lot of human psyche even without a voice in your head telling you to kill everyone.
