Actually to expend on the idea, why not somebody make a trope page for the site? A number of sites & forums have their own trope page...
... although given what I see of tvtropes, perhaps do it at one of the other trope sites (is allthetropes still around these days? haven't really gone to any of the tropes sites much recently)
Look at the possibility of setting up a donor system that way anyone that can or wants to can support the forum from a financial standpoint. This might not be an issue now, but if this place sticks around and grows, it might require more financial support down the road.
Don't add a ton of new staff, but depending on if or how much the forum grows, don't hesitate to add one or two more people later on, if need be.
Look to have a way to possibly avoid a Kier type scenario. Unless Horton decides to pull the plug if he feels the forum isn't working out, look at the possibility of maybe appointing a super mod or deputy admin between Horton and the individual Moderators. "Fictional Media" kind of sucks. While technically SB's Media Madness is for all media, it still isn't used for comics and novels. But it is a great place for movies and TV.
Maybe it's just how it is labelled, but a better defined location to discuss movies and TV could help. Once you add in everything else in media (though why only fiction?) it easily becomes bloated though.

yes, our biased mod team that's Majority female, Majority LGBT, majority left etc and consists of like five people you could just call out by name, instead of using "Mods" because we aren't a whole class of staff
Suggestion: Try and work to stop mod-supported bullying.
One of the many problems with the SB mods is that they're not the most impartial of people. Sometimes, they'll willingly let some users be as rude as they want and give them no repercussions for their actions (For instance, White Rabbit, a user notorious for his rather rude and unreasonably aggressive attitude, is almost never punished by the mods). Sometimes they'll do even worse things like get people to cut off ties with banned members, which can lead to severe emotional damage (Horton can tell you all about this).
This should never be the case. Bullying itself is bad for reasons that should be obvious, but when the people that are supposed to be regulating such behavior are in support of the bullies, sometimes even being the bullies, then it's not worth coming to the site.

Looking at the Rants section of the forum was a mistake. It makes me feel like you all really just hate each other. The smallest argument instantly gets the knives out and a bucket to clean the floor from all the spilling blood and spite.

To be around adults, instead of edgy teenagers. Free speech is not freedom from consequences. Like if you're an unpleasant person, no one is obliged to stay near you at all. It doesn't work in IRL, why should a forum be expected to encourage toxicity?

It's not just the rants section though. It's this pervading feeling throughout the site. Rants is just the worst about it.
Right now, the things I would just brush off from SB or SV, I feel like being totally acerbic in return and I don't know why*.

More of a general suggestion although it would also help with growth somewhat, having a change up in some forum pages could invite a wider crowd in.
I mean, there is no actual Military page or War Room. Some of the topics are fairly specific which might make people look away.

If someone knows someone and wants to send them a PM invite, that's fine as far as I'm concerned.
But anything big, flashy, and public could run the risk of spiraling into a forum war or invasion. I saw the tail end of that on SB back in the early 2000s, and on SDN around the same time when that forum was still actually relevant, and not the zombie website it is today.
One member, most of you probably know who, was temp banned for advocating raids on other forums and websites about a month or so ago. If one person is dumb/crazy/bored enough to do it, it's not exactly a stretch to think that one or more others could or would if given the chance.
