Criminal Justice Reform
Ever wondered how Japan got its 99%+ conviction rate? Well, imagine being held in prison for some 23 days, and being interrogated ten hours each day, and only permitted to see your lawyer for 30 minutes in total during those 23 days. This is the current system of criminal justice in Japan, perhaps we need to change this.

Shinkansen.
Shinji Sogo, formerly director of the South Manchurian Railway Company, has presented a revolutionary plan towards the Imperial Diet, a train that can go up towards 210-220 Km/h, perhaps a closer look will reveal his logic behind such an insane proposal.

Native Rights
There are the Ainu in the north and the Native Taiwanese in the south, Japan might be a Homogenous country but it isn't a fully homogeneous one, and both Native Taiwanese and Ainu have voiced their concerns about being discriminated against in workplace hiring, property purchases, and a myriad of other activities a typical Japanese would consider normal.

Land Reclamation
One of the main concerns for anyone living in Japan is living space, and living space has always been in short supply for such a mountainous country. A solution has been presented though, in the form of land reclamation, perhaps looking into this might provide a sustainable, long term solution towards this most Japanese of problems.

Expanding seats in the Diet
With the passage of the Constitutional Convention, there is increased pressure on Tokyo to formally add in seats from their Pacific territories, it would be quite an undertaking, formally measuring the population of the region and splitting them into electoral regions, but, since we made the integration of these territories a part of our revised Meiji Constitution, it's feeling more and more like we either must integrate them, or let them go. Prepare for some creative construction projects within the Diet when you're allocating seats.

A Space Program?
There are some notable intellectuals and even some major Civil Servants who are noticing that France and the UK are building an unusual site on the border between the Atlas Mountains and the Algerian Sahara, they reckon that this facility would be a testbed for rockets to go to outer space, and perhaps, it would be in Japan's interest to commit to such a program herself. The site in the island of Tanegashima looks rather promising.

Foreign

A United Nations?
Currently, the only method of communication between Japan and her allies with the Third International countries have always been some form of correspondence between various ambassadors, an exhausting, time consuming, and informal process prone to translation errors and wait time. Recently though, representatives from the France, Iberia and Italy has come forward with a daring plan, a sort of organisation where members of every single nation on earth would send their representatives to discuss matters which concern all sides, with the added benefit of having an easier correspondence between representatives of various countries in such a closed space. Perhaps we could pitch in?

Trade Agreements, trade agreements for days
Investment within the CPS members is good and all, but trade, trade is the all important lifeblood of any good relationship, the current setup of customs and tariffs and even the occasional bribe is already complicated, perhaps some sort of agreement on reducing tariff and trade barriers between our immediate neighbors could be achieved? A sort of General Agreement on Tariffs and Trade?

Expanding the Kemayoran Airfield
The Insulindian Government has come forward with a plan to expand their main international airport. But since they are still a developing country, funding for such a project needed foreign backing. All of their maths concerning feasibility and profitability checks out, they just need the raw cash needed to expand their Kemayoran Airfield into a proper, well to do International Airport. Perhaps we could chip in?

Containerisation
This would theoretically be a first for the country, but, there are already plans in place to create a standard unit of measurement in terms of bringing in and out Cargo. A lot of economists, politicians, and foreign policy civil servants are already heavily advocating that we create a sort of 'Universal Container', a box 3 meters long, 2 meters wide and 2 meters tall, designed in such a way that it could be transported, unloaded, and handled on potentially any port within the CPS. There is also the added benefit of having a Universal Unit for logistics and transportation.

International Institutions
Historically, the 1940s and 1950s were a time where a lot of International Organisations were founded, organisations such as the IMF and World Bank were created during these times, perhaps, we can create our own International Financial Organisation? It would need the coordination of the various countries involved within the CPS for it to work well though.

A mere decade ago piston propelled aircraft dominated the air, things like radar, jets, rockets, missiles, nuclear weapons a pipe dream. Space flight has long been seen as an impossibility, a fools errant, something for writers to moon and speculate about. Now? Many progressive, if shunned in their fields of endeavor, scientists and academics of no small renown are clammoring for Japan to take the lead again and this time to an endeavor that promises giant benefits. Assemble a team of academics, theoretics and mechanics, grant them the tools and funding and set them loose on this new endeavor. His majesty the Emperor has expressed his personal interest. -invest 1 Monarch Point

Hmm... not sure if I agree with some of the proposals here. The fair treatment of King George and Mackenzie seems alright to me, an early space programme is also what have in mind, but I believe there are other more pressing concerns for Japan and the Co-prosperity sphere than domestic issues like it's justice system.

The situation that the Co-prosperity Sphere and the Internationale find itself... is interesting, to say the least. Both sides have a humongous land border, but it is a border occupied by states of relatively lesser importance for both sides. The economic centres for both sides are also incredibly far... too distant from the frontlines for anything to even moderately damage them. A hypertechnical hot war, with Syndicalist tanks moving through the deserts of the Middle East and Japanese jet fighters skirmishing near the coast of Panama, would be an awkwardly long one. Even with the invention of the nuclear bomb, the sheer distance enemy bombers must take to get Paris, let alone get pass air defences, make the nuclear threat of both sides... considerably weak, much to the detriment for the nations near the frontline. However, this situation might change. Many of our civilian scientists have increasingly been discussing the possibility of going to the final frontier, space, on rocket ships that could take us to the moon and even other stars. While their words seem like science fiction to most of the top brass in the military, the prospects of a long-ranged missile strapped with a nuclear warhead that can bring the bomb on top the of heads of every syndicalist in London, Rome and Paris across the Artic from a missile silo in Manchuria does interest in the military greatly, and we should consider creating a space programme for the side accomplishment of gaining such capabilities.

An organization for international diplomatic communications to ultimately prevent the 3rd Weltkrieg is something that would inevitably be created, and one that formation would greatly help the CPS. The CPS is weaker than the Internationale as of now, but it will slowly become much more powerful than it as time goes on due to geography and demographics. However, that is only possible if war does not happen, as if it did, the Syndicalists, who were born from the ruins of a Paris shelled from Krupp artillery, will be the only ones remaining. We must prevent war at all costs, whether it be through the threat of M.A.D or friendly partnerships with the Internationale. It's shame that the CPS wasn't the ones who came up with such an agreement first, as we would have much more power in dictating this new "United Nations" will be like, but we shall try our best to see if we can set it to be in our favour, like situating the HQ of this new organization in Jerusalem, or if they couldn't agree with that, somewhere in the Pacific coast of the USA, like San Fransico for example. We should also consider if a security council were to be formed, would it be better to organize it into separate states (ie. Japan, India, China, France, Britain, Italy and finally America each get a vote or veto like OTL), or into separate blocs, where the CPS, Internationale and non-aligned (USA) would get a vote or veto, but the states within them will by a majority vote choose whether their bloc votes or vetos an issue, as such a system would greatly increase the chances of an issue passing and might also favour the CPS, if we presume that we will be more united than the Internationale.

Economic globalization, as the academics in the University of Tokyo call it, is what they describe the emergence of international economic systems and supply chains in the form of large trade agreements around the CPS in the post 2nd Weltkrieg world. There has been a steady increase of cross-border movement of goods, services, technology, and capital, helping a lot with lowering the price of goods, and we should best help the economic globalization in the CPS by pursuing the diminution of international trade regulations, tariffs and more that suppresses global trade. Creating a general agreement on tariffs and trade, or even better, an International Trade Organization that would help solve the old complicated trade system full of different tariff agreements between the CPS nations and even non-aligned states would greatly help with boosting the economic prosperity of Japan and her CPS allies.

[x] East Asian Coal and Steel Community: The start of a single East Asian market?
Japan is very poor in resources. It relies heavily on China and Korea to fuel its industries with raw goods, namely coal and steel. When the inevitable industrialization of China happens, Japan will be left in the dust... if it doesn't do something about it. Perhaps, instead of just seeing China rise and surpass us, we should try to make it that when they rise, we rise together? An organization to regulate industries within a common market to help neutralize competition and instead work together would be quite useful. While the establishment of an international trade agreement or organization would greatly help the economies of CPS nations, the formation of a single market between culturally close nations have implications beyond economics. Should a common economic union between Japan, China, Korea and other likely interested states (ie. SEA) form, perhaps a sense of common identity will arise, and later maybe a union much more politically integrated with an Asian council... after all, we are all part of Tianxia.

[x] Create the IPB, the International Prosperity Bank.
Anti-Internationale propaganda aside, most of the co-prosperity sphere, are poor undeveloped nations. While Japan is wealthy and much of its businesses are already active in investing in the industries of less-developed nations, perhaps creating a formalized system that allows granting larger loans to nations for their economic development not only in our sphere but also nations outside of it, which could help further expand our influence in the world. We would be able to help the development of the poorer states in the world not just with our capital but also the capital of other CPS members as they too reach the same heights of our nation, making the world richer but also more reliant on a world of an economic system we created. After all, the best way to prevent nations from falling to syndicalism is not by military arms but a chain made of banknotes they will be too enamoured to destroy.

BTW, @Jakarta, is the currency of the CPS nations tied to the Japanese Yen whilst it is tied to gold in this timeline?

AFAIK. The USA OTL bought a significant portion of the world's gold reserves, put them into their facility in Fort Knox, and then floated the dollar afterwards, effectively supplanting the Gold Standard for the USD because a ton of the world's gold supply is located in one place, and the floating of the USD meant that other currencies are then floated as a result.

This happened in the 70s, so it's reasonable to assume that the JPY is tied to gold. As are the other countries' currencies.

Ah. Well, it seems I got too excited then. I will put on hold the East Asian Coal and Steel Community, as even though I think it's coolest one of them all, it was also was my own personal idea (thus the least thought out) so I should leave it for later. Next year, along with the standardized containers, I will put it into the plan.

Let's start rolling!

King George and Mackenzie King grateful for their statuses

The King, the Prime Minister, and the three women were rapidly given to status of VIP's and decided to settle into their new lives within the Northern City of Hakodate, Hokkaido. Considering the trials and tribulations that they went through in order to get here, both former public figures are seemingly rather content with just having a stable life after all of the chaos following the Entente's defeat.

Asked if they wanted to move to Australia or New Zealand, both figures offered no comment.

Space Program off to a rocky start (you rolled a 4)

Unfortunately, not everything went off smoothly, and the start of the Japanese Space Program is one such occasion where everything that could go wrong, did.

The site chosen, the island of Tanegashima, while definitely good from a launch site's perspective, is unfortunately rather questionable considering the populace who lived there. There have been complaints, protests, and boycott actions to the construction workers arriving on the island, of course. Usage of eminent domain meant that the land is purchased, but the constant resistance from the local populace meant that progress on building the facility was delayed for 1 year.

Start of Initial Discussions on a United Nations (you rolled an 8)

Initial discussions for an International Forum, much to the misfortune of everyone, started off in a rather unfortunate manner as well. The recent cooling of relationships meant that nobody could agree on which city should host the facility in the first place, with every country arguing that it should be their capital who should host it. It seems that such discussions might take time, give or take a couple of years before any sort of agreement could be reached.

Kinda sorta better year for trade deals

Although on the discussions on the United Nations is stalled for the moment, discussions for the lowering of tariffs is going off as smoothly as anyone could hoped. With the city of Pyongyang chosen as the site for the discussions, talks commence as fast as possible, with delegations trading back and forth on the matter of trade barriers, tariffs, and protections for certain industries. It was hard, long winded, but eventually fruitful. With a trade deal finally hashed out in the last days of 1952.

A General Agreement on Tariffs and Trade, or GATT, was finally signed, with the stipulation that the deal would be renegotiated every ten years. If discussions on the new deal fails, the terms for the old deal would still stand, it took a lot of compromise, with many nations wanting to gain an advantage in trade, but fortunately, a deal was achieved, some trade barriers lowered, certain industries would be protected from competition as they try to build up capacity, and trade barriers lowered.

The East Asian Coal and Steel Community a success

Unlike talks with fellow CPS members, talks with the East Asian members of the Co-Prosperity sphere went off with a smashing success. The representatives from Korea, China and Japan quickly reached a mutual agreement to jointly regulate the production of coal and steel, with each country's coal and steel being able to be traded with each other at a Premium. In a time where the Tanegashima space center is facing delays, and Japan having to compromise quite extensively to get their General Agreement. The East Asian Coal and Steel Community was officially founded on 12 August, 1952. Much to fanfare and celebration from all three nations.

Local Knowledge helping out with construction efforts (You rolled a 20)

The locals we employed on our construction efforts are seemingly paying dividends, although initially, efforts to educate the locals are seemingly draining resources. Currently, local knowledge of the terrain, especially in the islands of Papua, and the Solomon Isles, are paying off. Work hours are getting more efficient, even more roads are being built, and formerly isolated communities are being connected together.

People are estimating that construction efforts would be finished by 1953.

3 April: The Union State Congress passes the Train Safety Act, in response to the previous slew of accidents on passenger trains. Most observers noted that the Woodbridge Train Incident was the final impetus for Congress to move.

5 April: The Imperial Japanese Air Force has begun receiving a slew of proposals concerning upgrades for their primary Jet Fighter, and also for a new, long range Jet Bomber. Plans for the first Air to Air Missile were also drafted.

11 April: The Battle of Nanri Island, a mock exercise between Japanese and Chinese forces to further explore both nation's amphibious invasion capabilities, Chinese forces joined with Imperial Japanese Marines in invading the small island where a small group of both Japanese and Chinese soldiers try to defend it.

15 April: Daniel Guérin, Chairman of the Commune of France, outlines his plans for the legalisation of Homosexuality, and meets immediate resistance from all factions from the CGT.

20 April: There is a growing demand for radio and antenna communications towers in Tokyo, and Architects and Engineers are scrambling to find a solution.

1 May: Malayan Elections, the BSRM lost his commanding majority, but still retains a safe majority of some 54% of the seats in the Malaysian Parliament, while UMNO won a grand total of 35% of the seats, 11% of the other seats went off to independents and other, smaller Malayan parties.

4 May: Lee Kuan Yew, a notable public figure in the city of Singapore, forms the People's Action Party. He has stated his intentions to compete with both the BSRM and UMNO, and form a 'Third Pillar' in Malayan Politics

13 May: The FN FAL, made by the Syndicat Fabrique National, was unveiled. And went into immediate adoption by the Batavian and Wallonian Communes after testing. The French Commune and Union of Britain have expressed keen interest in adopting the rifle.

1 June: The Dogfight over the Volga. East Russian Fighters engage with West Russian fighters over the city of Volgograd, East Russian authorities maintained that the West Russian fighters infiltrated East Russian airspace. No lives were lost.

8 June: More than 50.000 Refugees arrived yet again on Japan, they still choose the island of Taiwan as their main destination.

20 June: The Treaty of East Asian Coal and Steel was formally ratified by the Korean, Japanese and Chinese governments. It establishes a common market, the first of its kind in Asia, concerning Coal and Steel sales, while an international body oversees disputes and regulates coal and steel production.

July 2: Japan formally creates it's Special Forces Command, headquartered in Tokyo, and right next to the office of the CPS General Command, it's purpose is to coordinate and command the various branches of the Japanese Special Forces. From Paratroopers to Mountaineers.

20 August: Campaigning season begins for the various candidates for the Japanese General Elections of 1952. Shigeru Yoshida seems to be mounting a rather powerful campaign. The public sentiment is now mostly in favour of change, and the ruling Shakai Taishuto party knows this.

27 August: The Union of Britain creates a commission to study the possibility of High Speed Rail. With first links planned between London, Birmingham, and Edinburgh.

3 September: The General Agreement on Tariffs and Trade, or GATT, went into force after being ratified in April earlier this year.

10 September: Yi Un, King of Korea, formally decrees, after much deliberation. That the Office of the Prime Minister would be elected independently off of the Parliament, that means that the Prime Minister of Korea would be elected by the people, while Parliament would be elected separately.

28 September: Campaigning season closes throughout Japan, with each major candidate making their closing remarks.

1 October: General Elections in Japan, Shigeru Yoshida won a major victory, with his party gaining enough seats to have 46% of the seats. The Shakai Taishuto still retains a majority of 51% of the seats, while the Rikken Kakushinto and Rikken Seiyukai limps by. 2% for the Kakushinto and 1% for the Seiyukai.

3 October: The construction of the Space Launch Center on Tanegashima island begins, after much deliberation with the local islanders.

20 October: Much of the major construction projects on the Japanese Pacific Territories is finished, with only a few road building projects encountering some unexpectedly stiff resistance. Projections indicate that all projects will be finished by early 1953.

25 October: The Kawasaki H-1, the first helicopter to enter Japanese Military service, was unveiled, production starts immediately.

1 November: Japanese Military officials are considering leasing some land in the Russian Siberia in order to conduct Nuclear Testing.

4 November: The Severo-Kurilsk Earthquake, with a 9.0 intensity, hits the Kamchatka Peninsula, a Tsunami took the lives of some 2300 people.

20 November: The first ever successful Sexual Reassignment surgery was conducted in Copenhagen. George Jorgensen Jr changes her name to Christine Jorgensen.

25 November: Agatha Christie's The Mousetrap opens at the Ambassador Theatre in London. It would become the longest continuously running production play in history.

14 December: The first successful surgical separation of Siamese Twins was conducted in France.

1953, Turn 5
The year 1953 is a transitional year, it is incredibly evident that decades of Socialist rule is coming to an end for Japan, while the ruling party still retains a 51% majority, it is prudent that we should compromise with the other parties that now inhabit the diet, the Minseito, although nominally in the opposition, has expressed interest in creating a working coalition with the Shakai Taishuto, should some of their proposals get headway.

Criminal Justice Reform
Ever wondered how Japan got its 99%+ conviction rate? Well, imagine being held in prison for some 23 days, and being interrogated ten hours each day, and only permitted to see your lawyer for 30 minutes in total during those 23 days. This is the current system of criminal justice in Japan, perhaps we need to change this.

Shinkansen.
Shinji Sogo, formerly director of the South Manchurian Railway Company, has presented a revolutionary plan towards the Imperial Diet, a train that can go up towards 210-220 Km/h, perhaps a closer look will reveal his logic behind such an insane proposal.

Native Rights
There are the Ainu in the north and the Native Taiwanese in the south, Japan might be a Homogenous country but it isn't a fully homogeneous one, and both Native Taiwanese and Ainu have voiced their concerns about being discriminated against in workplace hiring, property purchases, and a myriad of other activities a typical Japanese would consider normal.

Land Reclamation
One of the main concerns for anyone living in Japan is living space, and living space has always been in short supply for such a mountainous country. A solution has been presented though, in the form of land reclamation, perhaps looking into this might provide a sustainable, long term solution towards this most Japanese of problems.

Expanding seats in the Diet
With the passage of the Constitutional Convention, there is increased pressure on Tokyo to formally add in seats from their Pacific territories, it would be quite an undertaking, formally measuring the population of the region and splitting them into electoral regions, but, since we made the integration of these territories a part of our revised Meiji Constitution, it's feeling more and more like we either must integrate them, or let them go. Prepare for some creative construction projects within the Diet when you're allocating seats.

Accept more Immigrants
It seems that our program to bring in immigrants from the nearly overwhelmed countries in the Middle East and Russia are seemingly paying off. The European Immigrants are surprisingly finding themselves well settled in the country, and some of them are even venturing out of the island, at this rate, expanding the citizenship requirements for these people might become a real possibility. Then again, accepting more immigrants would make the Middle East and Russia more grateful as a result, and it would be in our best interest to keep these countries from being overwhelme by refugees.

Fund Russia
The last year has seen Russia become the target of two military actions, one was an incursion from Socialist Russia into their airspace near Volgograd, and another was yet another confrontation with the Western Russians near the city of Samara. Understandably, the government of Boris Shumyatsky is incredibly angry and has every desire to not repeat such incidents, they have asked for our help in funding several of their military development projects, with some Assault Rifles, Tanks, Airplanes, and even Warships potentially being developed much faster should we fund them. Regardless of our position, the Russian government is practically set on diverting more funds towards their military, and it will impact their relatively small economy unless we intervene.

Containerisation
This would theoretically be a first for the country, but, there are already plans in place to create a standard unit of measurement in terms of bringing in and out Cargo. A lot of economists, politicians, and foreign policy civil servants are already heavily advocating that we create a sort of 'Universal Container', a box 3 meters long, 2 meters wide and 2 meters tall, designed in such a way that it could be transported, unloaded, and handled on potentially any port within the CPS. There is also the added benefit of having a Universal Unit for logistics and transportation.

International Institutions
Historically, the 1940s and 1950s were a time where a lot of International Organisations were founded, organisations such as the IMF and World Bank were created during these times, perhaps, we can create our own International Financial Organisation? It would need the coordination of the various countries involved within the CPS for it to work well though.
