I will probably will only be able to make a proposal tomorrow but I personally believe that continuing the restructuring of the global economy through establishing International institutions like the IMF and the World Bank should part of this year's plans, especially for RP reasons as it goes with the Nippon!Bretton Woods thing I kinda started last year, as well as the rise of Minseito, since it does sound like a thing come up with rather than the SocDems.
 
Well, tea making companies, noodle companies, butcheries, some carpenter firms. Anything that keeps the Royal Household fed, well housed, and living in comfort.

So a question to the thread in general.

There is a series of products that we know today are deadly but are still serious money makers and even more so in the 50's.

Products such as tobacco, drugs of various denominations, alcohol to name a few.

Then there are things that are pure killers and would probably start proliferating at this time for decades and we would have to deal with the fallout for an even longer time, things such as freon, pretty big ozone killer that, asbestos a miracle insulator but unfortunately a huge cancer risk, bug killers like ddt pure killers but unfortunately essential for the Green Revolution, pesticides and the list goes on.

How do we deal with all those things?
 
Not a fan of banning alcohol or tobacco. Drugs? As for the other stuff not really sure what to do at this point to be honest.

Tbh banning them would be a fools errant especially now.

Try to take sake from the Japanese or vodka from from the Russians?

We would face an uprising within the year.

What I had in mind was to at least try and put the boot on the tobacco companies neck and FORCE them to come up with an effective filter, instead of going for the cheepass laod everything with nocotine and bribe doctors way things went OTL.

Similar for the rest. Create governmental or even emperor backed committees to study all new proposed products in depth.

Especially crucial for pesticides and chemical fertilizers.

We NEED the Green Revolution to happen and succeed but we can mitigate the sideffects alot if we avoid the pure poisons.

I mean, it's interesting, but I don't see how this is considered a crown company.
 
I based it off the Canadian Crown Corporations. Most of these are either involved in infrastructure, banking, cultural programs or communications. I figured that having the monarchy supporting a company that can reach across the Sphere would promote a feeling of unity. The majority of the firm would be owned by the Imperial Household with the remaining shares divided among the member states. Therefore the Imperial household could have a representative on the board.

Anti-Internationale propaganda aside, most of the co-prosperity sphere, are poor undeveloped nations. While Japan is wealthy and much of its businesses are already active in investing in the industries of less-developed nations, perhaps creating a formalized system that allows granting larger loans to nations for their economic development not only in our sphere but also nations outside of it, which could help further expand our influence in the world. We would be able to help the development of the poorer states in the world not just with our capital but also the capital of other CPS members as they too reach the same heights of our nation, making the world richer but also more reliant on a world of an economic system we created. After all, the best way to prevent nations from falling to syndicalism is not by military arms but a chain made of banknotes they will be too enamoured to destroy.

Money is good. Waste is not. The metrics used among Co prosperity sphere nations, many of them relics of the colonial era, are a mess and make trade, hauling, contracts and in general all aspects of commodity trading a tricky affair fraught with peril and graft. Send out feelers to the various Co Prosperity Sphere representatives and ask their opinion in putting forth a common unit of measurement and hauling cargo. Task your Ministry of foreign affairs and Economy with making heads or tails of such a thing.




Expanding seats in the Diet
[x]The recent Constitutional Amendments, were met at first with disbelief and then with joy by many Japanese and other subjects of the Empire. Yet there is danger that said joy will turn to anger and bitterness if it is not followed through with extensive reforms and inclusion of locals and emigres in the political processes of the Empire. Task the Government with conducting a general census of Japan and its extended territories and colonies in preparation of expanding the House of Representatives and the House of Peers. Said expansion will be according to general population, local and economic factors. There must be at least 2 regional representatives regardless of populace for each territory and colony. There must be at least 2 non Japanese peers per territory and colony, said peers being the richest investors and local tycoons as per taxed income.


[x] Japan Tobacco the national tobacco monopoly company took wind of the Imperial Household intent to grant its seal of approval to select companies and is using all means possible to gain such a seal for an exclusive brand. Similar interest was expressed by
Kotobukiya company for the creation of an exclusive and limited production wine brand. The Emperor expressed his interest for such and asked for samples. In private he expressed his concern to Japan Tobacco over exclusive reports over the long term effects of tobacco and asked his brand to be fitted with the best of filters as minimize said unfortunate side effects. He also idly mentioned that it would be well for the company image to take health concerns in to account when developing new blends and filters.

1953, Turn 5 esults
IPB a smashing hit

The opening of the new International Prosperity Bank office in Tokyo was met with much celebration. Negotiations around the creation of such an office initially met a brick wall as representatives from other CPS nations were unsure about the feasibility of such a proposal in the first place. They are also very fearful of an office, funded by members fees, and has the ability to grant significant loans and grants would unnecessarily influence their domestic politics, but Japanese assurances and the promises of a rotating council for the office's leadership assuage the fears. The building was built within the same neighborhood to both the Japanese Special Forces Command, and the CPS's Joint Command Headquarters.

The IPB is already planning to lay the groundwork for data collecting and grant and loan dealings. Trying to calculate the economic data of the various countries within the CPS and hopefully beyond.

Containerisation efforts well underway

Containerisation, such a simple idea. A metal box, 3 meters long, 2 meters wide, and 2 meters tall. Able to fit into almost all models of surplus transport ships Japan made during the various wars, and also able to sell into other CPS countries at pennies by the yen.

No wonder such an innovative yet simple idea hit with such ferocity and success, it didn't take much convincing for the other countries within the CPS to realize the sheer economic potential of switching from Break Bulk Cargo to the new normal, sure, some ports have to be retrofitted, but, with the IPB more than willing to pay the bill for such an endeavor. Overall, not bad for transforming a logistics system that has been used for millennia.

The diet has been expanded, that much is certain, the old 467 representatives are slowly but surely giving way to some 510. A definite increase, but nonetheless, it encountered incredibly stiff resistance within the Imperial Japanese Diet in order to pass. Members of both the Minseito and Taishuto were a bit miffed about having their voting powers be reduced, but, both the leaders of the Socialist and Liberal parties persisted through, and it went through both houses eventually. Surveys of the general population of the rest of the Japanese Empire would soon follow, with potential elections happening in 1955 to 1956.

A site was finally chosen for the UN Headquarters

Negotiations between the various CPS and Third Internationale representatives eventually reached a mutual agreement when an unexpected proposal came in. While it is natural for non CPS or Third Internationale nations to chime in on the negotiations, most of their proposals are tended to be sidelined, either the country's just not important enough, the site's too remote, or the sight doesn't fall in line with the interests of either the CPS or Third Internationale.

Turkey's proposal changed everything. They proposed Istanbul, and not their Capital City of Ankara as the site for the UN, initially their proposal was balked, but closer inspection eventually made Istanbul as a prime candidate. It was situated in the crossroads of Europe and Asia, it is a major city but not necessarily a capital city, and most importantly, the country of Turkey itself is neither a member of the Third Internationale nor the Co-Prosperity Sphere, and with some high intensity diplomacy underway from the Turkish delegation, construction eventually began for a headquarters for a United Nations to be built on the Turkish City. While talks were underway on how to organize such a worldwide establishment.

Rocket launch site construction going as planned (you rolled an 8)

It is still relatively challenging to build the site, what with protests from the local islanders still ongoing and the logistical difficulties of bringing in construction materials from the mainland into the island. Nonetheless, several launchpads were constructed, relatively rudimentary compared to modern standards, but still, a start.

Japanese Engineers are also busy designing and debating on what launch vehicle they should use in order to go to space, while Rockets are a given, what type of rocket is still being debated, whether it should be single stage, double stage, or triple stage rockets. Whether they should use solid or liquid fuels, whether the rocket can be transported or just built in site. The Japanese Space Program is taking its first baby steps, but they are giant ones.

The Crown Corporations are set up, many people flock to their stores.

From the local wineries to the most prestigious of restaurants and most exclusive suppliers of produce. Various small and medium business owners throughout Japan were contacted by the government for an offer of a lifetime, being the exclusive supplier of the very object they specialize in selling for the Imperial Family. All of them replied with some form of 'we must consult this further', but within 2 weeks' time, all of the companies contacted by the government agreed to become Crown Corporations. Copies of the Chrysanthemum seal were sent into their stores as Japanese people started noticing that their small local businesses apparently became the exclusive supplier of meat, or poultry, or vegetables, or furniture, or any other miscellaneous objects that will keep the Emperor and his family well fed, well maintained, and living in the utmost comfort.

The small businesses that got the Imperial Seal also saw massively increased traffic within their stores, giving both the Imperial Family and their suppliers a sense of 'win-win'.

The Great Tokyo Fire of 1953

Although most of the major Japanese cities have modern buildings cropped up, with only some buildings made out of traditional wood and paper. The same situation is not necessarily true for the suburbs or the local villages scattered throughout the country. One such suburb, a city called Saitama, became the site of a fire so deadly and ferocious, it nearly burned the whole city down and even reached the outskirts of Tokyo proper. Killing hundreds and leaving thousands of Japanese people without a home, nor a job, due to their workplace and their homes literally burning to ash.

What must the government do? Of course camps are being constructed and aid is being poured in from all over Japan, but it is imperative that we must do something to prevent such a disaster from happening yet again.

Canal Zone Blues

During the peace treaty between the Co-Prosperity sphere and the Cairo Pact, one of the major stipulations state that Japan would retain control of the Suez Canal zone 'In Perpetuity', while the Egyptians may grumble, it is a fact that, at the end of the day, the Cairo Pact lost and Japanese willingness to invest into the Middle East softened the blow a little bit.

Now, with the influx of European refugees into the country, Egyptian leaders are rightfully eyeing the profits from the Suez Canal, and urges officials in Japan to share some of the profits within the Canal Zone. Egypt is not a rich country, and this refugee crisis is burdening their already poor social services even more. The country needs money and it needs it badly.

The Mirage and The Kestrel

Blueprints obtained by PSIA agents embedded in the French Commune and Union of Britain indicates that both the French and British are very dedicated in building these new sets of experimental aircraft. One that can take off vertically, and one that can easily go supersonic and do a series of missions that require our own air force commit 3 separate aircraft to do so. If the reports are to be believed that is.

The staff at the IJAF are practically screaming for the government to divert more funding towards developing a similar aircraft. Simplifying our supply lines for spare parts, integrating various weapon systems into one aircraft, and also having a type of aircraft that can do missions on highways or with no roads at all would be advantageous should that mythical 'Weltkrieg 3' comes around. Engineers in several Japanese aviation companies are doing prototype testing and studying such a concept, perhaps a boost from the government could help them in such an endeavor.

Criminal Justice Reform
Ever wondered how Japan got its 99%+ conviction rate? Well, imagine being held in prison for some 23 days, and being interrogated ten hours each day, and only permitted to see your lawyer for 30 minutes in total during those 23 days. This is the current system of criminal justice in Japan, perhaps we need to change this.

Shinkansen.
Shinji Sogo, formerly director of the South Manchurian Railway Company, has presented a revolutionary plan towards the Imperial Diet, a train that can go up towards 210-220 Km/h, perhaps a closer look will reveal his logic behind such an insane proposal.

Native Rights
There are the Ainu in the north and the Native Taiwanese in the south, Japan might be a Homogenous country but it isn't a fully homogeneous one, and both Native Taiwanese and Ainu have voiced their concerns about being discriminated against in workplace hiring, property purchases, and a myriad of other activities a typical Japanese would consider normal.

Land Reclamation
One of the main concerns for anyone living in Japan is living space, and living space has always been in short supply for such a mountainous country. A solution has been presented though, in the form of land reclamation, perhaps looking into this might provide a sustainable, long term solution towards this most Japanese of problems.

Fate of the Tokko, and matters of the secret police.
20 years ago, If you would tell an average Japanese person that the Tokko, or the Kempeitai, or any other secret police agencies would be in danger due to governmental regulations and defunding, they would laugh at you. The various secret police agencies that Japan employs seemed to be an almost constant fixture in Japanese political life, but, that all changed with news outbreaks of the Tokko's excesses, and the various attempts by the Socialist government in the 40s to de-power and defund the Tokko, Kempeitai, and Tokkeitai. Now at their last legs, and barely having the ability to investigate much of anything. The three secret police agencies are at their last legs. Must we put them out of their misery? Both the Kempeitai and Tokkeitai would be reformed into regular MP units, while what remains of the Tokko would most likely be scrapped and cannibalized by the regular police agency if we do such a thing.

Accept more Immigrants
It seems that our program to bring in immigrants from the nearly overwhelmed countries in the Middle East and Russia are seemingly paying off. The European Immigrants are surprisingly finding themselves well settled in the country, and some of them are even venturing out of the island, at this rate, expanding the citizenship requirements for these people might become a real possibility. Then again, accepting more immigrants would make the Middle East and Russia more grateful as a result, and it would be in our best interest to keep these countries from being overwhelmed by refugees.

Fund Russia
The last year has seen Russia become the target of two military actions, one was an incursion from Socialist Russia into their airspace near Volgograd, and another was yet another confrontation with the Western Russians near the city of Samara. Understandably, the government of Boris Shumyatsky is incredibly angry and has every desire to not repeat such incidents, they have asked for our help in funding several of their military development projects, with some Assault Rifles, Tanks, Airplanes, and even Warships potentially being developed much faster should we fund them. Regardless of our position, the Russian government is practically set on diverting more funds towards their military, and it will impact their relatively small economy unless we intervene.

The West Indies
With both news coming in from Puerto Rico and the West Indies Federation. It seems that both the Americans and the Internationale are doing moves within the Caribbean in order to expand their influence, while we would be infiltrating on their home turf. There are countries, such as Cuba, Haiti and Puerto Rico itself, that would, if not necessarily welcome, then not mind having a third player enter in the field to curry favour with them. Should we expand the CPS' presence into the West Indies? Or should we remain home and focus on more domestic endeavours?

PSIA Operations
The Public Security Intelligence Agency, or PSIA for short, is Japan's premier intelligence agency, focusing on both domestic and foreign affairs. Most of the PSIA's activity is focused on intelligence gathering and sending in the occasional blueprint or pictures back to Tokyo for further inspection. Their budget, compared to the military or other services, is comparatively small, but they do show some good work, the blueprints of the Mirage and Kestrel being recent examples of their handiwork. Now, PSIA bigwigs are begging the diet for more money, it would help them expand their operations, build more field offices, recruit more agents, gather more kompromat if needed.

The Mirage series, while highly successful, was so because it offered a very cost-efficient machine for the medium fighter market that was not aligned with either of the two blocks - France was part of NATO for the entire OTL Cold War, but remained France, and vocally so, to the annoyance And amusement of both superpowers. What it wasn't, however, was a top of the line dedicated machine like the US and the Soviet Union built, and it needed luck, proper management and good pilots - from various user countries - to shine as it did OTL.

Until the end of OTL Cold War, however, size mattered for a lot of performance-related issues, such as the radars to guide SARH missiles that were the mainstay for everyone until the Eighties, raw power jamming, engines, etc.

One of the critical elements was the combat radius, and for the CPS, this will be a major issue, considering the Pacific and Siberia. Or the notion of intercontinental bombing, the US having designed OTL planes to escort their bombers for as far as possible, which make for vastly different requirements than, say, defending West Germany and France from the USSR or Israel from its neighbours. Argentina paid the price for it when it used Mirage III against the Royal Navy at the extreme limit of their combat radius, making them unable to fight at max potential, therefore allowing inferior performance Harrier to get the upper hand.

The two powers used the high end // low end couple for decades for a reason (Mirage 2000 was a F-16 and the cancelled Mirage 4000 would have been a parallel to the F-15, but historically, the Mirage series never went into high end, sticking itself to being some of the best low end planes on the market). Think of it as with tanks: the MBT came after a long time of the light/medium/heavy tank paradigm, because you needed a specific combination of engine, material science and weapon advances to make it real - powerful compact engines, composite materials and HEAT/APFSDS shells.

One could envision something more of the size of the Mirage IV as the high-end counterpart to the Mirage III. Keep in mind as well that the OTL Mirage IV was mass-produced as an economic alternative as Dassault intended to make the real bomber roughly twice bigger than what ended up being produced, which should give an idea of the size of the supersonic bomber of the Internationale.
