Wait, why is a coup happening? Didn't we give the military what it wanted?

This is not about the military getting what it wants or not, it is about a bunch of conservative old farts getting a bug up their nose over women daring think they are people and able to vote and get elected or the people of the colonies being given equal treatment under the law.

In short the reactionaries are foaming in the mouth over our progressive internal progress and not even increased funding for the armed forces or our recent short victorious war can avert their coup it seems.

A pity but it does give us a chance to clean house, if done above board and carefully.

- Secure airtime from national radio and television stations to broadcast a speech to the entire nation and empire as a whole from the Prime Minister. The speech would be as follows.
1. Remind the people of Japan how they along with the military have built a more prosperous, peaceful and just society that balances harmony and justice for everyone.

2. That the military has assisted in disaster relief and has faced Syndicalist aggression bravely and with honor.

3. That a few 'misguided persons facing a imagined threat to themselves' have decided to roll back these reforms in order to secure their own power but do not represent the majority of the military.

4. A call for the military to disregard such 'illegal' orders and remind them of their duty to the Empire and the people of Japan and arrest such officers.

5. That as a show of peaceful national support and unity all the people of Japan go out into the streets and surround the military bases to thank and encourage the 'patriotic' military.

6. Have the SNLF and military investigation and criminal services prepare to arrest the leaders of the attempted coup.

What do you want to do with them? Unless if your goal is to for them to be a sort of 'enforcer' when the investigators started handing out arrest warrants.

Since the Army may be suspect I wanted to us the Rikusentai as Enforcers for the investigators. "We can peacefully quietly walk out together as comrades or I can bring you out in cuffs or worse. Your choice."

You directed the team to contact Rikusentai and Tokyo Metropolitan Police HQ first, these people will most likely be the first in line should an incoming coup happen.

The subsequent conversation proved to be very tense, as you are yourself not sure whether or not both branches have been infiltrated by the Putschers, but, with the General of the Rikusentai vowing to pledge 'Eternal Loyalty to the Emperor and his Subjects', and with the Tokyo Metro Police Chief ordering every active duty policeman to get back and prep for a 'Possible Terrorist Attack', you are confident enough to let your next phase of the plan to come into motion. Obviously you let them in that Special Forces loyal to the Emperor have secured important governmental buildings, and further orders should be taken only from the Prime Minister or the Emperor himself, whichever comes first.

Then, the second part comes in. Your speechwriter's not here, as he's probably sleeping, so you decided to contact all radio stations in the Tokyo Area, and NHK just in case. You can tell from their voices that the receivers of your phone calls are as bleary eyed as you, but as soon as you've told them about the incoming broadcast. They all wised up and agreed to broadcast your incoming speech.

Then came the writing, you're not sure what to pen, and although the advice from the PSIA agents were handy, they're not exactly what you'd call professional speech writers. Still, eventually, you did manage to write something that is passable, barely.

The agreement that you've made with the radio and TV stations stated that they would broadcast the speech directly from the Imperial Palace, and that is what happened. scores of news vans appeared on palace grounds, the Imperial Guard escorting them towards the press conference room hastily set up. As dawn rises, you yourself stepped out from the backstage. Cameras flashing, and multiple press corps people awaiting your statement. You finally started your speech.

"Hello everyone. I'm sorry for the sudden notice, but I felt that, with credible intelligence given to me from the loyal Japanese Intelligence Community. That I need to make a statement."

And so your speech commences, the rolling revelations about what you know shocked and stunned the press corps, and when you are finished with the call to action. A throng of Journalists raise their hands and heckled each other, trying to get your comments on the developing situation.

Your one statement is as follows. "Have faith in Japan, have faith in Democracy, and have faith in the Emperor. That is all."

You walked back to your quarters, temporarily loaned to you from the Emperor due to the current situation. As minutes goes by, you've heard reports that massive crowds of people are gathering in nearby Imperial Japanese Military bases around the Tokyo Area, salarymen taking their day off to protest, housewives and college students taking a break from the usual routines, joining into a massive group of people crowding the bases of Camp Nerima and Camp Asaka. The closest Army bases in the Tokyo Area.

What should you do now?

The arrest papers went in and out as fast as possible. The Ministers of the Army and Navy quickly arriving into the scene and signed the paperwork alongside you and the Emperor. Copies of the orders were quickly printed out and quickly read out in a national radio broadcast. An idea from the Minister of the Navy.

All seems to be going well, but, then you've heard news from Camp Nerima. Some very bad news.

"Report! Unknown gunmen are shooting at Civilians! Request orders to engage the enemy and bring the civilians into the base!"

The base commander took swift action and said yes. Already some 20+ civilians have died from the sudden attack from the mysterious gunmen, each of them wearing civilian clothes themselves. The soldiers took to their weapons and a raging firefight ensued. One that is, unfortunately, favouring the Gunmen's side. Their tactics, way of movement, all indicating that they are combat veterans.

Timing is key on this one, the fastest option is to order the soldiers at Camp Asaka to intervene, they have the heaviest weapons, and a recently built highway practically connects Camp Asaka and Nerima together. There is a risk of disloyalty, but should it be proved false, it would bring a quick end to the attempted takeover of the base.

A second, albeit longer option, is to order the Rikusentai and Special Forces to suit up, get into helicopters, and drop near Camp Nerima, this will take longer, and can lead to potentially larger Civilian casualties, but the Rikusentai and Special Forces are solidly loyal, they are lightly armed, but they are some of the best trained troops the Empire's got.

You are lucky. The coup attempt seems to have stopped entirely once the last of the combatants have been dispatched by the incoming reinforcements from the Rikusentai and Special Forces.

It didn't prevent the losses incurred by the civilians though, by the time the Helicopters were on top of the attackers, unleashing their machine gun fires and rappelling down the Special Forces and Marines. Roughly 76+ Civilians lay dead at the doorstep and within Camp Nerima. A dark day for Japanese Democracy indeed.

Still, the combatants were dispatched, to the man. Any aggressor who were shocked and retreated were shot down by Rikusentai and Special Forces snipers. And so far, no one has successfully escaped.

Searching through the bodies though. It is quickly revealed that the assailants have armbands that say this.

It is clear who the assailants are, and who the most likely perpetrators were. Former Kempeitai officers who were dissatisfied by Japan's increasing liberal turn, and the perpetrators most likely include former Kempeitai high command and some suspected reactionaries within various levels of the Japanese government.

Just as everything has become clear. A sudden phone call interrupted your thoughts. You picked up the phone, and there was a ragged voice behind the call.

"Who is this?"

"It's me. General Hitoshi Imamura, I've managed to escape but I don't think they will lose my scent for any longer, Prime Minister, if you are in Tokyo, escape, a significant reactionary force is planning a takeover. I will be somewhere in Sendai if you wish to find me, but I don't think I have much time left. The coup planners kidnapped me and attempted to force me to sign fraudulent orders to the rest of the IJA. Thankfully I never signed it, but in case such fraudulent orders were given out, tell them that I did not order Imperial Japanese Troops to remove the Prime Minister and secure the Imperial Palace."

He then pledged eternal allegiance to you, and gave you the names of the various persons involved in the coup. He stressed that this is not all of them, but it is everything he can give to you as of this moment.

When you tell him that the Kempeitai force were dispatched. He felt relieved, but still stressed that you must get out of Tokyo and board an Aircraft Carrier, operations against reactionaries can be carried while you and the Emperor were in a safe location.

This is probably the last time you can issue orders. So do be quick, members of Parliament are already hearing of the events and will demand some form of explanation regarding what's happened, also issuing investigations left and right. What is your last action?
