I can't help to think that it'd be best to board a battleship rather than an aircraft carrier, if the good general suggests the latter in such an explicit manner. One never knows... ;-)

Well, I can say this one thing without spoiling.

The clock is almost at midnight for Japanese Democracy, but one good action can reverse the hand fully. Act well and act swiftly.
 
[X] Stand Our Ground

1. We shall advise the Emperor and Imperial Household, along with any members of the government to leave quickly for an alternate location. We shall however stay with a small group of volunteers.

2. If we still have access to radio and television connections we shall broadcast and contact all available media, military and government resources on what we have learned from General Hitoshi Imamura including names of conspirators.

3. We shall call on the military, government and people of Japan to peacefully resist these orders with a empire wide strike to last until they surrender and to only to return fire if fired upon. We shall state that the Emperor and legitimate government is safe and that those leading this coup are violating their oaths to the Emperor.

4. We shall call upon any military units or personnel involved in this coup to surrender to the proper authorities.

5. We shall continue to broadcast/call until the coup leaders arrive.
 
I don't think it would be wise to abandon the capital to a bunch of insurectionists, much less call for peaceful anything.

That way lies slaughter.

You can google them IRL and see that they ain't exactly the nicest people Japan has to offer. In this Post Weltkrieg timeline, it appears that seeing Japan be 'Feminized' in such a rapid and abrupt fashion is a bit too much for them.

I am not abandoning the capital, just giving time for the Emperor, the Imperial Household and government to relocated so they cannot be forced to sign anything. I was also trying to prevent the coup plotters from using the unrest to crackdown on people they do not like.

The next couple months would prove that Japanese Democracy is significantly stronger than realized. Your strong leadership and coordination has proven it's worth. As remaining Coup Leaders that didn't escape or committed Seppuku were rounded up and charged with sedition and potentially treason to the state.

PSIA agents alongside local police forces went on full ham against the remaining members of the Kempeitai. The ones that did cooperate were given comparatively light sentences by the courts, the ones found not guilty would be monitored for years on end, and the ones that resisted? Well, either forcefully taken into custody or died on the ensuing firefight. A fair bit of former Kempeitai officers committed Seppuku once they know the jig is up.

Of the coup leaders, Nobusuke Kishi proved to be the most cantankerous. During the live hearing of the court proceedings. He publicly declared that Japan has fallen to 'The Gays, the Uncivilized people of the Tropical Islands, the Monkey-like Chinese, and all remaining Effeminate forces seeking the country's destruction.' He then would proceed on a racist tirade comparing the intelligence of Koreans, Chinese, Insulindians, Filipinos, and Thais to that of children. It is no surprise that the judge handed him the death sentence, his non cooperative nature and leadership in the coup attempt was more than enough to land him in the wall of a firing squad.

Predictably, there was a small recession in Japan during Q1 1961. The coup attempt is a sufficiently strong force that some amount of money fled the country. But analysts are predicting that Q2 1961 will prove much more fruitful. The return of royal family and the Prime Minister's cabinet from the joint Yamato-Izumi battlegroup was met with roaring crowds of every single Japanese person you can think of. From CEO's to the common working man working at Nagoya's steel mills. It seems your actions is also popular among the common Japanese man.

Of course, there are some coup members hiding somewhere, and the PSIA is busy tracking them down. But effectively, you can resume normal government duties as soon as possible.

Congratulations. You've done really well defeating the coup, your rapid and well thought out actions have proven that Japan would remain a Democracy for the forseeable future. Reputation wise, Japan's status as 'The Light of Asia' is preserved in possibly the best way possible. As would be autocrats from all over Asia look at how such a well planned coup can collapse in such a rapid fashion. While the Syndietern could only look with amazement, for a country with such an Imperialistic History to fully embrace Democracy in the most explosive way possible, quite unprecedented for them I would imagine.

Democracy is not defended by blindly sticking to principle.

Democracy is defended by having the courage to make use of all the tools you have at your disposal in order to deal with threats.

Usually things like selfisness and political cost prevent the use of said tools until it is too late but it does not change the fact the tools are there.
 
1961, Turn 13
1961 turned out to be a much more contentious year than anticipated. Primarily due to the coup attempt but moreso due to the ramifications of such an attempt. Nations around the world are shocked that the 2nd largest economy in the world almost fell into a Military Dictatorship, and while member states of the CPS felt relieved that Democracy in Japan is now stronger than ever, there is a sense of unease, especially from countries like Korea and China, about Japan's right wing tendencies flaring up again in the future. Perhaps addressing their concerns should be our priority until the next election cycle at least.

With that in mind, there are some crises that you need to attend to first. Some involve housecleaning, some not that, but all of them important.

Crises that need to be addressed.

Hunt down the traitorous dogs.

While the threat of a coup is over. The right wing sentiments among those in the former Kempeitai and potentially other Right Wing members within various branches of the military is very visible. The IJA, IJN, and IJAF has assured the government that they will do everything in their power to root out potential traitors to the Japanese State while ensuring military effectiveness, but the Diet wants more. They want the PSIA to do a systematic review of all three branches of the Japanese military, as well as all Police Branches and find out if there are still some infiltration within the Japanese military's ranks. The military has shown their loyalty during the coup attempt, with the soldiers of Camp Nerima potentially getting awards, but the Diet fears that the Kempeitai's influence is still present. Nobody wants a purge, but everyone wants to root out traitors within their ranks.

What no one is fighting against is the revocation of travel privileges to any and all former members of the Kempeitai that are still not found as well as potentially other leaders of the attempted coup. What should you do?

The letter of intent.
Cuba, Puerto Rico, Haiti, Côte d'ivoire and the Gold Coast. What an unusual mix of countries that want to join the CPS. While every member of the diet is more than happy to let them become formal members, the pressing issue with admitting these countries is not necessarily with them, but with their neighbors. Admitting all these countries can potentially harm relations with both the American Union State and Syndietern countries, since all of these countries are close to the borders of both the Syndicalist Internationale, and, in the case of Cuba, a stepping stone away from Florida, currently America's premier site for Space Exploration.

We must tread carefully, none of these states will go to war over the Gold Coast or Cuba. But there are potentially uncalculated ramifications should we admit them formally. As a final note, all these countries also agreed that admittance to the CPS must be 'all or nothing', so we admit all of them, or we don't admit them at all.

Police Brutality Emergency.
The publishing of Tetsu Katayama's report concerning Taiwan, the accident with that Tokyo U Ainu Student, and Kenzaburo Oe's novel depicting the life of a Taiwanese Native has sparked more interest among the Japanese population, particularly in addressing the recent rashes of Police Brutality throughout Japan. With the defeat of the coup plotters, now the Japanese public are slowly realizing the extent of Japan's Imperialistic tendencies, especially historically, towards people that are deemed 'not Japanese' to the wider public. There are debates throughout all major cities in Japan, NHK programs featuring notable community leaders of the Burakumin, Ainu, Native Taiwanese, and even in one rare occassion, an anonymized gay person, and a small, but rising sentiment among the public, especially from young Japanese people, that they should be genuinely included in the Japanese State.

And addressing Police Brutality is a chief target right now. A bill from Michi Nishiura is planned to go into committee and will most likely sail through due to the Dietary Committee's majority Socialist members, it plans on abolishing the Tokko altogether, with her criticizing their practices as 'reminiscent of the much hated Kempeitai', creating quotas for Police Forces in cities with more than 1 million people to hire Police Officers that are not 'Native Japanese', introducing mandatory Cultural Understanding classes for all Policemen and Women, and enforcing strict standards concerning rules of engagement, particularly when dealing with unarmed people that has 'no visible intention to harm a police officer'. Supporting the bill isn't necessarily radical, but the more conservative members of your party hated the bill with all it's guts, what should you do?

Creation of the OSI and Ministerial Guard.
This bill comes from our own party member, a veteran politician from Osaka. With the advent of the attempted coup, a bill to create a separate intelligence agency, a sort of 'Special Investigative Branch dedicated to the defense of threats within the Japanese homeland' was proposed, the OSI, or the Office of Special Investigations, is meant to create a branch of Policing with jurisdiction all across Japan. Unlike the Tokko though, the OSI will not prosecute people accused of 'Thought Crimes' (yes that's a real thing), or create any branch with the intent to 'discriminate people of non-Japanese descent' (which means the death of any Korean department in the OSI before it was formed), with even stricter rules of engagement, only prosecuting cases of treason, high crimes, and crimes that would normally involve multiple police agencies cooperating with each other. Intense discussions between him and Michi Nishiura has yielded a bill that the notable Socialist Politician supports.

The Ministerial Guard on the other hand, will create a separate agency reminiscent of the Imperial Guard, but dedicated to the protection of the Prime Minister, Diet Members, and all Ministers that operate on a National Level. Think of it as a sort of Special Force that will protect any notable politician/ minister should he/she be in immediate danger, a natural reaction given what happened this year. Support for this bill is high among both the Socialists and Liberals, but it is ultimately up to you if you want to support it.

Naval Expansion.
Last year, both the Army and the Air Force got their budget increases, and for this year, the Navy is demanding the same treatment. Call it inopportune timing, but the coup attempt has made the calls for Naval Expansion a bit tone deaf to say the least. The navy stressed that a 15 carrier force (using the smaller Izumi class carriers mind you) alongside 70 Cruisers, 100 Destroyers, 3 Battleships, and 70 Submarines. They also stress that Japan's Naval Air Patrol capabilities are falling behind compared to peer powers in both Europe and America, and that investing on our bases across our Pacific Islands and tendering a modern Naval Patrol Aircraft program is a must.

Advancements such as the Anti Submarine Depth Charge rockets, Guided Missiles, and modern Radar and Sonar Systems have made our navies more powerful, but the permanent size reduction of our navy since 1949 has left the IJN a bit too small for Naval Command's liking, for one thing, they will put greater emphasis on loyalty to Japanese Democracy in their training, not sure how that will convince the politicians though.

Might I point out that the plan involved light carriers? IIRC, work has started becoming very serious at this point of History on STOVL planes, be they the Balzac/Mirage IIIV or the Harrier, and the US IRL uses its LHD as light carriers too for the Marines. A combination that could be quite attractive on an export market for the CPS and that was historically quite effective, as the Falklands shown.

The Navy wanted a ratio of 12 Fleet Carriers to 3 Light Carriers. Since the current Izumi class carriers are pretty small (they're the size of the CDG in terms of tonnage and dimensions), the IJN wants 6 'carrier pairs' to be placed at all corners of the globe should a conflict occurs. 4 carriers in the Japanese homeland, 2 carriers in Djibouti, 4 carriers in either Alexandria or Beirut, and the final 2 being put on maintenance or repairs as a form of rotation force. The 3 light carriers will be put into some Rikusentai Use. The backup force should something unexpected occurs.
 
What is the age of the oldest Navy ships?

Does the CPS have anything like OTL FBI or Secret Service other than the Tokko?

The oldest ones are Late WW2 Destroyers and Carriers (The Kaga and Suzuya classes). The Navy is super adamant that these ships must be replaced, hence the 15 Carrier 100 Destroyers outlined in their proposal. It would nuclearize the entire IJN Carrier Fleet, make them more modular in case of future upgrades, and allow the Navy to experiment with new destroyer designs.

Japan only has the Tokko, and not much else besides the PSIA, but the PSIA is more of a foreign intelligence agency akin to the CIA than the FBI.

Other CPS countries have agencies of their own, but the there are no 'peer' countries in the CPS with similarly capable National Level Police.

[X] Military Security Review.
Due to the recent attempted coup the will do a systematic review of all three branches of the Japanese military, as well as all Police Branches and find out if there are still some infiltration within the Japanese military's ranks. These investigations will not just go based on rumors but will attempt to collect any records and multiple pieces of evidence. Those minor coup members who decide to confidentially confess will be allowed to serve the country after the information is verified. The senior leaders of the coup shall be stripped of all ranks, privileges and pensions and criminally charged. Families of the coup members are not to be harmed or charged unless involved.


[X] Creation of the OSI and Ministerial Guard.
The Office of Special Investigations would be created to help coordinate criminal investigations involving more than one member state, crimes on non-military government property, protection from terrorist attacks, foreign intelligence operations and espionage, public corruption, protection of civil rights, transnational criminal enterprises, major white-collar crime and significant violent crime. The OSI will have branches in all member states to help local police forces and will work with member police forces in any investigations. The OSI shall also operate as a information clearing house to centralize and distribute information on various terrorist groups, criminal organizations and 'Most Wanted' criminals.

The Ministerial Guard will be a special operations force whose objective is providing proximate security to the Emperor, Prime Minister, senior government Ministers and members of their immediate families anywhere in the world. It will deal with the training of personnel on a continuous basis in physical efficiency, marksmanship, anti-
sabotage checks, communication and other operative aspects connected with close protection drills and having a bearing on VVIP security with a view to maintaining a high level of physical fitness and to fine-tune operational skills. It will also handle threat assessment,, internal intelligence pertaining to personnel, verification of character and antecedents, tours and other allied jobs in the Imperial Household.

Do we have any major bases/ports near the prospective members? How old is their military equipment?

Of course, as CPS members, everyone can park their military equipment in every member state as long as a preliminary agreement is signed. We signed an agreement with Somalia and Sudan to build some military bases there, most notably a major military base in Djibouti, Somalia and a Joint Base for all three branches in Port Sudan.

We also have that huge base in Volgograd and other Russian cities near the Urals, Naval Stations in Beirut, Alexandria and Iraklion for the Med, Singapore, Jakarta and Cochin for the Pacific and Indian Oceans, and obviously naval air stations scattered all across our Pacific holdings. Not to mention Joint Base Pearl Harbour. A Japanese bastion in the middle of the Pacific.

EDIT: Ah, you mean prospective members, well not really. We can mount an expedition if we want to, our fleets do have the range to reach the new members should they be attacked. But, while ideally South Africa can be a location, their current Apartheid Government isn't really kosher to deal with.

OOC: That does not mean we could not upgrade their forces and make sure their ports and airports are also modernized just in case.

OOC: That does not mean we could not upgrade their forces and make sure their ports and airports are also modernized just in case.

The big no no is nuclear weapons, but they would most likely hold formal protests and not much else should we admit them. Dunno about bases, you would have to flip a coin and do some political calculations yourself.
