Venezuela water system is collapsing

Well, props to The Independent for revisiting this. A lot of media, realising that they can no longer milk this topic for their own political ends as effectivity, simply dropped it completely.

Well unless your rich or pretty high in the Maduro government.
Elite private clubs in Caracas lack water in their restrooms. The presidential palace lacks both water and toilet paper.

I've heard that basically water is switched on for half an hour in the mornings and evenings, assuming there is electricity. For those that can afford it, water trucks come around the city. Those that can't use the drains.

Well as you said, few outlets are really giving much attention to Venezuela anymore, so some of what I know is probably a few months out of date.

Not really, but you have a mixture of narco groups, gangs, Colombian rebel groups and the collectivos have varying amounts of control over parts of cities and some land. Also it's not clear what Venezuela future is besides misery, so maybe, maybe not. A lot of factors to consider.

For at least a huge chunk of Caracas, the nearest equivalents are the Colectivos, which are paramilitary left-wing groups the rule the barrios (slums which dominate the landscape in Caracas), and are in part contributing to the extreme murder rate in the barrios on the one hand, but also provide social support and housing to both residents and refugees from the countryside to the capital, and also support the Maduro government. So not an overly analogous situation.
