Modern What if: Soviet Union is extremely incentivized to build Carriers and develop Carrier Aviation in 1946?

What if, in 1st of December 1945, R.O.B. makes an offer that the Soviet leadership can't resist...

From the 1st of January 1946 up until 31st of December 1963, R.O.B. will provide 18 million metric tons of premium-grade foodstuff (grain, vegetables and fruits, the exact composition can be negotiated) annually, in exchange, the Red Fleet/Soviet Navy must fulfill the following requirements before 1st of January 1964.

  • Must have a minimum of FOUR Aircraft Carriers in active service.
    • The required Aircraft Carriers must be minimum 65,000 metric tons at full displacement.
      • Classes of lighter aircraft carriers may be build, but at least FOUR ships must fulfill the above requirement.
    • The required Aircraft Carriers must have fixed wing or rotary wing aircraft as the primary operation function or primary offensive method.
    • Various defensive, secondary and tertiary armaments are permitted, as long as the ship's main tactical role does not deviate from aircraft operations.
  • Must have a minimum of TWO HUNDRED Carrier-capable Fixed Wing Aircrafts in active service.


With this in mind, what kind of Naval Fleet would the Soviet Union have by 1964? and how would it impact important events of the Cold War?

Like how would this affect the Korean War? Vlora? Cuban Missile Crisis? Indochina? Sino-Soviet Border Conflicts?
 
Probably little effect altogether outside maybe some colonial-style operations. Geography doesn't exactly favour Soviet use of aircraft carriers in the Western sense, most of their operations and areas of interest are within land-based air assets, getting out of the Bastion would be borderline suicidal given how cramped the area is between Norway and the ice cap, while Soviet carrier ops in the Atlantic would be nonsensical from Day 1.

The carriers would be preferably all assigned to the Pacific Fleet, where they can play a bit and possibly have some effect on keeping the USN from moving all assets to the Atlantic in case of WW3.
