In a direct fight, Deimos (or "Deadmos" as he's known in his undead state) should easily be able to beat Commander Stor from The Invasion of Time. There's not really any precedent for Sontaran armor blocking bullets, and Deimos is a lot faster and should be at least a little bit stronger.

The question is, would he have that gas from the two Series 4 episodes that prevented chemical-propelled guns from working? I doubt it'd matter much but it's still a factor (Barely albeit).

That wasn't actually the gas doing that, that was a technobabble energy field which Stor may or may not have the capability to project himself but it was never shown. I think Deimos could still win even if his MP7 jammed, though. Pre-upgraded Soldats in Madness Combat can throw a knife hard enough to embed it in a concrete wall on the other side of the room, and Deimos can beat up the upgraded versions. He's also a bullet-timer.
So a Pathfinder Rakshasa Maharajah against... huh, been watching mostly documentaries lately, so I guess you'd count either Al Capone or the politicians who passed Prohibition as the villains. In either case, there's not much of a challenge. If we go back to the last thing with a real villain, it would be Kung Fu Hustle, since that popped up on Ntflix recently, and I still like my chances against the villains there.

I can't so much remember Alita as I don't watch that many movies but in an episode of trek the galaxy class Ionized the whole surface of the planet. If it can do that then it could do it to the villan.

Kingpin will be protesting that he, Wilson Fisk, is an ordinary Law-abiding businessman. Certainly, he will cooperate with 'proper authorities' but questioning her legal standing to arrest him.
Assuming a no-holds fight, He outmatches her hand to hand and gun vs her GP blaster is a draw. She summons down a mech suit. But Fisk is a MOUNTAIN. Then she summons her patrol ship down and races up the ramp to fire an energy blast from the ship's cannon. Fisk WILL stand down and try to think of another way to get out of this and get even.
